Growing public concern and awareness for controlling water pollution led to the enactment of the Federal Clean Water Act. Under this act, the National Pollution Discharge Elimination System (NPDES) program requires facilities that discharge into the waters of the United States to be permitted. The NPDES program requires the development and implementation of a SWPPP for each location. The SWPPP includes facility- specific information, storm water design, employee training, and recordkeeping requirements.
