Shawn Flannigan, P.E.

Shawn co-founded Alliant Environmental, LLC in August 2006 after ten years of environmental consulting for two environmental consulting firms (URS Corporation and Environeering, Inc.).  During that time, he progressed through the ranks from project engineer, project director, project manager, to senior project manager/marketer and group leader while providing environmental consulting support to a variety of industries including; petrochemical, refinery, upstream oil and gas, manufacturing, State and Federal, smelting as well as utilities.

Shawn has work experience dealing with a multitude of environmental issues and media.  He has experience working with CAA, RCRA, CWA, EPCRA, CERCLA, permitting, water and wastewater, SPCC, FRPs, site investigations (Phase I, II, & III), groundwater, remediation, compliance audits, and due diligence.

He has extensive experience and expertise in the Air Quality arena where he has provided regulatory impacts/applicability assessments, compliance audits, management systems, and compliance plans for NSPS, NESHAP, MACT, and State programs.  Additionally, he has prepared State, PSD, and NNSR construction permit applications and amendments, including dispersion modeling (SCREEN, ISCST, and AERMOD), in more than thirteen states.  He has prepared Title V Federal Operating permits in these same states and assisted clients with semi-annual and annual deviation reporting and certifications as well as developing and implementing environmental management systems to track compliance.  Shawn has prepared emissions inventory/TRI, as well as internal air quality site audits and due diligence reviews.

Shawn has also served as a full-time onsite consultant for chemical manufacturing facilities as well as oil and gas exploration companies providing permitting, compliance, and regulatory analysis support in numerous states.<br>

Shawn received a Bachelor and Masters of Science in engineering from Texas A&M University in 1995 and 1997, respectively.  Shawn is a licensed engineer in the State of Texas (90939), New Mexico (18014), Louisiana (33081), Wyoming (11517) and Kansas (19720).

He is current on his 40 hour HAZWOPER and Basic Plus contractor safety council training and has completed a project manager training while at URS where he was recognized as the first to be certified in the Houston office.
